Does a Muslim, who sees graves being raised to the ground and being dug, have the right to prevent such people carrying out this act?

Answer:

It is Wajib upon the Muslims to prevent anyone who commits such an insolent act, as much as their capability. Anyone who refrains from doing so shall be liable for the punishment of the Hell fire.
