Question:

Is it permissible to raise or flatten the graves and make ploughing fields on it? If a Muslim does such an act, what is the ruling for such a person?

Answer:

This is Haram. Yes, in the situation of when the land was owned by a person and the deceased were buried in the owner’s land, without his permission, then the owner has the right to exhume the graves and use the land as he wishes.
